Lack of an in-depth survey on the progress made in implementation of devolution hinders proper planning and effective service delivery. In a survey done by All Africa Advisors, a London based multi-disciplinary advisory firm specializing in commercial and developmental projects in Africa, which aims at understanding the impact of devolution in Kenya since its implementation, majority of Kenyans at 51% believe that devolution has been a success while 49% take the view that it has been a failure. An analysis of all the data collected enabled the researchers to scientifically and accurately rank the governors.
In conducting the survey, the overall analysis was based on infrastructure development, governance, safe water provision, health, housing, food security, investment opportunities, manufacturing, public participation, social services, emergency services, urban development, poverty eradication, youth empowerment, women empowerment, economic growth initiatives, delivery of basic services, ability to self-generate revenue to reduce reliance on Central Government, and Governor’s leadership capabilities. According to the survey, which also gave a national scorecard on the overall performance of governors, these are the worst performing governors in Kenya.
